Although my E46 B3S is compliant and I have the letter from TFL to confirm this I have received multiple fines and my car is no longer showing as compliant on their database.
I would speak to them again - mine still shows as compliant on the TfL website

My D3 BT Touring 015 was registered 4 March 2014.
Was told it was Euro 6 but nothing to prove it.
Obtained a Certificate of Conformity from Alpina, sent copy to DVLA with V5C .
New V5C states Euro 6

I wonder if anyone can help me with two questions on ULEZ?
1. I emailed
classic@alpina.de with a request for ULEZ conformity, and very pleasingly received a helpful same day reply, confirming that my F30 D3 (2014) is ULEZ compliant to Euro 6 W standards (NOx 0.0696g/km). The reply from Johanna Ellinger asked whether I would like a duplicate CoC or an OEM confirmation ("ULEZ confirmation with details of NOx, CO and CO2 emissions, fuel consumption and exhaust emission standard"). Both cost €69.33 net plus postage. Which one is more useful? I'm guessing OEM confirmation but I wouldn't want to buy that and then find out TfL / DVLA only accept CoC etc.
2. I have only driven anywhere near London once since ULEZ expanded, but made a short detour off the South Circular (7 months ago) without realising I was on a ULEZ road and ended up paying a £90 fine as the D3 was not recognised by the TfL system as being exempt. Has anyone had success in getting a refund from TfL for an incorrect fine?
Any feedback most welcome.

Hi Phil,
I used the CoC which I sent to TfL to get the car registered as ULEZ compliant and DVLA to update my V5 to achieve ULEZ compliance for the other CAZs in the UK.
Once you have got the car on the TfL database, then you can ask them about the incorrect fine.

I've been able to make some progress which might be useful to share for anyone else in the situation I was in.
I took your feedback to use the CoC as a prompt to go through the paperwork I was given when I bought the car from new - and lo and behold, there was the two page CoC for the D3, something I didn't realise i had. So no need to get a copy from Buchloe, though that was looking easy / quick to do if needed as per your guidance to email
classic@alpina.de.
Then I applied to TfL through their ULEZ site, attaching scanned V5 and CoC, very simple to do, and amazingly got an email back confirming ULEZ compliance within a couple of hours.
I then called a TfL helpline about getting a refund for the fine I'd paid, and was given an address in Darlington to make a postal claim to. Fingers crossed.
1) the process was a lot quicker than I imagined; 2) the TfL database is very inaccurate. I found an Independent article estimating 100,000 cars are incorrectly labelled as not ULEZ compliant - so the owner then has to prove (usually at a cost) that the database entry is incorrect. I'm sure many will do what I did and just pay the charges / fines because that's what the TfL computer says.

I think I may have fallen foul of the two forms. I was never asked which of the two I required, so I didn't know there were two. Whatever I asked for I've ended up with the OEM confirmation one, since that is the title on it. Looks like I have to go back to Alpina since tfl are asking for the CoC now I have sent them the OEM confirmation. Whether tfl need both, I'm not sure, but they definitely want the CoC. Or at least, yesterday, the person looking at my application did.
I've looked through the paperwork I have for the car and no sign of a CoC there. I hope Alpina are able to produce a duplicate.

Good news. And, after a couple of letter exchanges with TfL in Darlington (!!), they have now refunded me my £90 fine from July 2023. I've also received an updated V5C from Swansea with all the relevant emissions data / Euro 6 classification included.
