Am I correct that it does not necessarily mean a petrol car needs to be euro 4, but the emissions need to be below a certain level?

and it was apparently ordered from Germany. (It’s left hand drive) E21's conversations could be done by a dealer. If you can confirm it was sold by a German dealer then find out which one?
