Advice on RUST

I took off my driver's side sill cover today and found this- I am wondering if it is really worth treating and filling with dynax s50 at this stage, or is it time to look at welding in new sill sections?

I've dremelled the loose stuff off and back to metal but I'm wondering if this isn't too far gone for rust treatment and paint?

Four sill cover attachment points rusted and the others untouched:

I'd appreciate any advice on the best course of action.

That needs welding work IMO, then prevention measures.

Welding in new sections is the answer! :(
B6 convertible 4.4 black with silver decals .
