Looking at refurbed OEM wheels on eBay.
Is there any way of telling if they've previously cracked and been repaired / welded - is that always visible despite refurb?

All depends on the quality of the repair.
If someone has gone to all the effort of grinding a weld down , filling it and sorting it properly then it need not be a concern
If it is a genuine Alpina wheel then there isn't really a drama if you get a repaired wheel as the initial metal is of a high enough grade to take a weld. The same cannot be said of many replica wheels.
