I had to drive into central London last night and I arrived in the Congestion Charge zone before 6PM so unfortunately I am liable to pay. Registering on the site it also says that my car (which comes up unidentified) is also liable to the T-Charge. Now I don't believe that it is as it was registered after 01 Jan 2006 meaning it must have adhered to Euro IV regulations. I assume that the personalised plate, two VIN number, Alpina thing is confusing their system.

Has anybody been through this with TfL before and managed to register an E60 B5 as exempt from the T-Charge (if in fact it really is exempt)?

Edit: They're asking for a

A signed letter from the vehicle manufacturers homologation department showing the vehicle registration mark (VRM), the Vehicle Identification Number (VIN) and the Euro standard the vehicle was manufactured to.


Where am I going to get one of those before midnight tonight?!

I'm of no help here unfortunately but this makes my blood boil. Tfl want to charge you because THEY can't identify your car! It's then left for you to spend time and money to prove otherwise or not. I know you know this hence your post but I would be addressing strong words to Tfl. Rant over.

Edit: On a common sense note. Pay the charges requested then contest them after if need be.

Not true. Small volume manufacturers have to homologate, but are given exemptions due to the size of their company. Caterham is a great example, they still use Ford Zeta engines that have long been unable to be sold by Ford due to regulations put on them.

Pay it, log it, and when you get the letter from Alpina, if it is actually homologated with emissions control, then you can put a claim in. It will take you an eternity to get the money back from the government, but better than a fine for not paying!

Blame no-one else but Sytner's for all these hassles, they took on the franchise but never standardized their registration process.

According to the sales brochure it's Euro 4

The confusion will be the way Synter's have registered it, as said above there's no standard way they seem to do it, they can't even manage to use the same make and model names half the time.

I got a letter of authentication from ALPINA Germany, this addresses these issues although mine is an E65 and not E60. I do believe you can apply for such authentication however, they may now be a charge for it?

It is correct that Sytner may have been responsible for not recording cars correctly, my V5C say's BMW, not ALPINA, but the ALPINA vin code is correct. I could send my V5C to be changed by DVLA with the letter, but as I have it as proof for any would be purchaser, not that I am selling, I have not bothered.

I have never tried to take my B7 into London, but will see what it says on their site as too have personalised number plate.

Thanks all for the replies.

I have paid the C charge and the T charge (>20 quid Surprised Surprised Surprised ) and have now started the registration process for getting my car made exempt from the T charge.

I've started by sending scans of my V5C and my last MOT certificate, including emissions test. I will wait to see what they come back with.

In the meantime, Norrie, any hints on how I apply for this letter from Alpina? Do I go to Sytner for it or apply directly to Germany?

As expected they rejected my first application. Nice one Sytner! Here's their reply in full:

Your application for registering your vehicle N99RJC for T-Charge has been rejected for the following reason:
l There is no Euro Standard on V5C.
l There is no NOx values set out on the V5C.
We advise you to re-submit your registration with the relevant proof.
In order to be compliant with the T-Charge, petrol vehicles must achieve the Euro IV standard for emissions of Nitrogen
Oxides (NOx). The MOT test does not test for NOx.
Please provide us a headed letter from the manufacturer homologation department setting out the vehicles VRM, VIN
and recorded Euro Emissions standard and NOX values at the point of manufacture The letter must be signed by an
individual from th e homologation department (a letter signed by a customer service agent/adviser will not be
accepted).
For any questions, please call us on 0343 222 2222 (textphone 0207 649 9123 if you have impaired hearing).



TfL are a right pain asking for this and they know most people won't bother. Another stealth tax. I know it's only a tenner (this time) but it's a principle now so I'm not stopping until I get it back!

Looks like Alpina came through for me. The letter cost 50 for the sake of saving 10 but it's the principle that counts for me. Here it is:
